What does this message actually mean in the activity report?

My son has a new Pixel XL and we installed CE.  We keep seeing this message in the activity report logging:

Device Accountability turned off. | Android 7.1.2 (Google Pixel XL)

Device Accountability turned on. | Android 7.1.2 (Google Pixel XL)

What service does "Device Accountability" refer to and how would we be able to distinguish between a problem with CE and something that he is manually turning off and on?

Thanks for posting! While we can't say for certain why that message appears, we can say what causes it. When Safe Mode is engaged on an Android phone, 'Device Accountability' is turned off and it's noted in the user’s accountability report. When Safe Mode is exited and Regular Mode is re-engaged  'Device Accountability' is turned on and also noted in the user’s accountability report.
There can be several reasons why Safe Mode is engaged. For instance, Safe Mode can be used as part of troubleshooting technical issues on a device. However, the wisest thing to do when this is spotted in an accountability report is to talk with the user of the Android device. Keep in mind that a large part of providing good accountability and gracious support is to be a safe and approachable person to talk with.
