Steam Problems

EDIT: See edit below - problem may be semi-solved.  Leaving question up so other Steam users know they are not alone.

I was having issues with Steam - constant crashing whenever Covenant Eyes was installed. When uninstalled, Steam worked fine.  After talking with tech support last night, I was put on a much older version of the software (5.2.106) that seemed to work ok, and I was able to use Steam again.  Today, nothing from Steam will download. The games just sit there with 0 data downloading. At least it's not crashing, but without the ability to download, I'm guessing my games won't play as well. :)  
I get a "Conflicting Software Detected" error every time I open Steam. I'm getting this on 2 separate PCs with new Windows installs (wiped the hard drives because of this problem). So, it's just an issue between Steam and CE.  Both on Windows 7.  The CE account is my own, so it's set to a high-enough filter level that that should not be the problem with blocking downloads.
So, I really need some help.  If I can't use Steam, there's little point in having a PC (and thus little point in having Covenant Eyes).  It's a very big deal.
Any other suggestions for me? Like I said, I'm already on an old version of Steam.
Would Windows 10 help?

EDIT:  So, it looks like I may have been hasty. Downloads have begun on the computers again through Steam.  Seems like it may have actually been Steam servers that were down tonight for a while.  That would be a little embarrassing for me if that was the issue. Hehehehe.
For now, 5.2.106 seems to be working for me again.

Hello Mike,

Glad the issue of downloads has resolved itself. As for the newer version of Covenant Eyes causing a conflict, we have been investigating some of the conflicts found recently. I forwarded this information on to our development team, with the hope that we can work towards resolving these conflicts.

I know it is frustrating to have to deal with conflicts and we appreciate your patience.
