I've been debating getting an iPad for some time now, but one reason I haven't yet is because it doesn't work well with Covenant Eyes. I'm aware it can be modified to work with CE, but I'd like a pad that is smoother and is friendly towards CE.

Any recommendations as to a mobile pad that fits that bill?

I think Covenant Eyes would work well with most Android Tablets. I use CE for my phone, and it works pretty well. It sounds like the current CE Beta (http://www.covenanteyes.com/droidtest/) works pretty well with the Nexus 7, and also the Kindle Fire. I'm not sure about the Nook tablet, but I think that question has been asked before, you'll just have to do some searching around.

The Android Beta also works with Dolphin Browser and Skyfire, so you'll have a choice of 3 browsers to work with.

I think the main issue centers around the browser, and also how important it is to lock the other apps. I haven't used the CE browser on any Apple products, but it is supposed to be a lot better than it was, say a couple years ago. Apple lets you PIN lock certain apps, but CE on Android will monitor what apps you download.

Everything I've said, for the most part, would also apply to your phone question.
