Problems attempting uninstall

Since the latest release of Covenant Eyes (September 15, 2015), my service has been disrupted.  For the past two days, I had been unable to access the internet on my Vista PC.  When this happens, I usually assume the problem comes from a new CE release that somehow invalidates the older versions (when this happens, it annoys me, but I guess that's just how it is).  So, I generated an uninstall code (using another computer) in preparation to remove my existing CE program on my Vista PC and download the new version.  When I clicked on the CE icon on my Windows Add/Remove Programs list, Windows told me CE had already been removed from the system and asked if I wanted to remove the icon from the list (or something like that), so I agreed.

Since doing that, CE no longer appears to be listed on my Windows Programs list, yet the CE icon continues to appear on my Windows taskbar and when I log into Windows.  I am once again able to connect to the internet, but I'm not sure CE is running even though it appears that I've logged on.  I am confused as to why the program evidences that it's running but is no longer listed on my Windows Programs list.  I even tried to install the newest CE release (Sept 15) to see if it made my problem go away, and I got the dreaded blue screen error.

The system is running again, and the same problems persist: internet connects, CE icons appear like I'm signed in, but no CE program is listed on the Add/Remove Program list.  I would like to completely remove all the existing CE files from my computer so that I can download the fresh update.

Good morning, Adam. The solution to this problem is complex enough that it can't realistically be addressed here in the help forum. It sounds like one that will be best suited for a customer service call. They'll be able to make sure all CE files are uninstalled in order to get you up and running again.
