ios adware persistent pop-up

I have a persistent pop-up from vip lucky gifts center that I can't get rid of.  Similar adware can apparently be removed by clearing browsing history.  I have tried Settings/Clear browsing data from within the Covenant Eyes browser but that hasn't solved my problem.  It keeps coming back.

Here's my info:  iphone 7,  software version 13.3, CE version 5.3.5.1

Any help would be most appreciated

What you described sounds like malware, so I did a quick Google search. And, unfortunately, it looks like you're not the only one running into this new pain in the neck - https://discussions.apple.com/thread/251073102

Suggestions found there, and in other threads, include:
- clear data in every browser
- clear data in any social media app
- install an ad blocker app
- use the free version of the Malwarebytes app for iPhone (or any antivirus)
- factory reset the phone

VIP Lucky Gifts looks like a new player on the adware scene, so not all antivirus and ad blocker companies will have it on their naughty list. But I'm sure they will very soon. If I found it on my phone, I would work through those suggestions and try a couple of antivirus apps. Personally speaking, the factory reset option would be dead last. I'd even wait a few days for the antivirus apps to update, before using that option.
