Covenant Eyes Blocking All Browsers

I have a rather peculiar problem with CE. Under 2 circumstances, CE will block all search engine traffic.
1. If I disconnect and reconnect to wifi then try to use Chrome or any other engine (Firefox, Edge), it will say "Waiting for available socket...", then throw a ERR_NETWORK_CHANGED. Restarting the computer is the only way to solve this.
2. Completely at random for seemingly no reason, CE will block a particular Chrome script, and when I try to keep using Chrome, it will say "Downloading proxy script..." then throw a ERR_NETWORK_CHANGED. Even more odd, this will break all browsers, not just Chrome.
When these happen, all other wifi traffic (Steam, Skype, etc) will continue to work. What can I do?

Thank you for your post and I apologize for the difficulties you've been experiencing. I know it can be frustrating. Without a whole lot of information, typically browsing difficulties can be caused by a few things: anti-virus compatibility issues, malware or adware present on the computer, another filtering software, or an older version of Covenant Eyes. 

Your other programs continue to work because it's strictly an issue with your browsing capibilities and not your internet connection as a whole, which is typical behavior for all of the above possible reasons for your issue.
