Covenant Eyes App VPN Spazzing, not allowing me to Connect to Internet

Last night I updated my covenant eyes app on the app store, and something very strange happened. I no longer see the app icon for the browser on my iPhone's home screen menu (though settings still shows I have it), and my phone can no longer connect to the internet (which renders all the other apps on my phone useless, including iMessage). When I go to settings, there is an item listed as "VPN", which I'm assuming to be the Cov Eyes VPN, and it shows a constant on/off flicker as if it can't connect. Please help me with this? I'm especially nervous because I don't even know how to manually temporarily delete the app since I can't see its icon.

Hi Tate,
      Thanks for bringing your questions to this forum. I can definitely help you troubleshoot. First off, I apologize that it appears that the CE update didn't install successfully. Together, we can determine how to best uninstall CE. A couple of things:

1. Do you have Restrictions enabled on this device? I ask because in the Allowed Content section of Restrictions, if the Apps settings is set below 17+, the CE app will disappear due our app being rated age 17 by Apple.

2. If you go to the App Store, and search for CE app, do you have the ability to "Get" or "Open" the CE app?  

After you answer these two questions, I will better understand how to help you proceed.

What is the solution for this issue? I have the exact issue on my iPad, yet oh th Apple Store the option is only to “open” CE and it will not open. Obviously I need to reload the app, yet I’m not sure how
