Admin. can't allow certain websites

User info:
Chrome browser 
Covenant Eyes - installed software (not extension) for about 1 year
PC running Windows 10

Problem: 
1. https://sakai.covenantseminary.edu/ loads a greyed out page "this page isn't working", "ERR_EMPTY_RESPONSE". (see image below)
2. https://app.youneedabudget.com/ loads a text-only version of the page.

Troubleshooting:
For both #1 and #2 above, I tried all the non-CE fixes: checked internet connection (good), cleared all browsing data from all time, reset network settings using cmd prompt, tested another browser (Windows Edge). The other browser had precisely the same problem. 

Next, for both #1 and #2 above, I tried the CE fixes: 
a. Have admin add web addresses to allow list, and refresh CE on user's computer. Did not resolve. (Also, CE showed red error message about not being able to allow https web addresses, and allowing instead the http version of the web address).
b. Have admin change allowed maturity level to "highly mature" and refresh CE on user's computer. This resolved #2 but not #1. This fix for #2 is not satisfactory as a long term solution. 

Note: I also have CE for iOS, and neither issue shows up on my phone. 

Questions:
1.What can I do to resolve #2 without having admin allow "highly mature" web pages?
2.What can I do to determine if CE is the cause of #1?

Have your Admin/FG add these websites (exactly as I have typed them) into your Allow List, then refresh CE on your PC:

app.youneedabudget.com
sslcdn-youneedabudgetco.netdna-ssl.com
fonts.googleapis.com
evergreen-production-youneedabudgetco.netdna-ssl.com
sakai.covenantseminary.edu

Thank you for your help. Following those instructions seems to have resolved #2 (youneedabudget) but not #1 (sakai). #1 is unchanged.

     Glad to hear that #2 is taken care of. As for the other domain, it must have other supporting domains that need to be allowed as well. Unfortunately, I can't determine those domains without your help. Is #1 a log-in portal? If so, try white-listing:

www.covenantseminary.edu

Also, to further assist you, what web domains are you going to before accessing #1?

Hello, Willis.  I have CE and also used to have errors similar to these.  At first, I used to blame it on having Comcast as my ISP, using its servers to resolve DNS queries.  When I have PC errors, I normally copy the error message into Google to see what other users have done to resolve them. I followed step 2 of this page, https://productforums.google.com/forum/#!topic/chrome/WyPTJ2jFZIg, the section on "Change your DNS Addresses" to use Google servers to resolve my DNS requests. I currently have the IP addresses manually set to 8.8.8.8 and 8.8.8.4 (er, not 8.8.4.4 as the post uses).

This fix has resolved similar problems for me.
